Tutorial on conversion to 3.13.2

Dear folks, 

Marty Kraimer will give a brief tutorial on converting from beta11 to
3.13.2. This meeting will take place on Wed March 1st. at 10 AM in 
room B2100. 

For beamline-software developers, one of the main ideas here seems to
be to better support distributed development by getting away from the
central-clearinghouse model we've used for software distribution.

It would probably be a good idea to read the Software Configuration
Management manual
