EPICS Licensing for APS CATs

Many beamline_controls subscribers are also on the EPICS tech-talk mailing
list, and will have seen our message earlier today about the new license
for EPICS Base.  Where EPICS is only being used by a CAT within the bounds
of Argonne, there is no need for each CAT to apply for one of the new
EPICS Base license agreements - CATs are covered automatically by being
part of APS.  However if any copies of EPICS are to be taken offsite the
institution(s) or individual(s) to which the copy/ies are going will need
a license.

A similar argument applies to all ANL divisions.
