Good idea.  Sorry it's taken me so long to respond.
I can think of two likely spots for links to such a page:

1) the page that currently has links to all CAT home pages
(http://www.aps.anl.gov/cats/cathome.html)

2) XFD's home page, under 'Software Information'
(http://www.aps.anl.gov/xfd/)

Who should gather the links, etc.?  One possibility is for us to
attach an HTML form to the page, so anyone could send a link and it's
description to our clerk, who could then post it.  We could eventually
make the process completely automatic, if people think that's a good
idea.
