Support for multiple Joerger scaler cards

Dear folks,

I put a new version of the EPICS scaler support in the EPICS software
distribution, under 'Custom EPICS related software'.  The new version
fixes the problem Mark Engbretson found (device support couldn't handle
more than two cards) and has other minor improvements (e.g., dbior now
gets an I/O report).  The changed files are devScaler.h and devScaler.c.
