data standard, new version (v6)

I have put sent a new version (v6) of the Draft data file standard to Tim,
and he said that he would put it on the APS WWW  server, It's name should
be something like 'APS-data-standard.6.ps' it should be located at
http://epics.aps.anl.gov/xfd/bcda/documents/document.html

This version adds some features like a way to set defaults, and the c-code
in it has been tested.  The program at the end has actually run on my
computer and appears to work.
